The Senate today cleared a procedural hurdle in the way of passing a two-year, $52.1-billion package of taxes, benefit cuts and other savings, the keystone of the deficit-reduction accord reached by the White House and congressional leaders.

On an 81-13 vote, senators agreed to waive legal provisions under which a few parts of the package could have been challenged. The vote opened the way for what leaders hope will be final action on the measure on Friday.
