A claim that the state wrongfully made $690,196 in interest off a company’s losing bid for the $200-million Lotto contract was filed with the state Board of Control. Scientific Games, which wants the money refunded, said the California Lottery Commission earned the interest by depositing the firm’s bid bond, a $20-million cashier’s check, in the state Treasury through a “procedural mistake.” The money stayed in the Treasury for 115 days before the check was rewritten and returned to Scientific Games, the claim says. The state Board of Control called the claim “fairly complex” and said that opinions were being sought from several state agencies.
