The judge who sentenced Ivan F. Boesky to three years in prison has recommended sending the stock speculator to a minimum security federal prison in Lompoc, Calif. Boesky had requested incarceration at Lompoc because there he would not be surrounded by others convicted of securities fraud, his lawyers said. Boesky, 50, is the central figure in the biggest insider-trading scandal in Wall Street history. He is scheduled to surrender to Bureau of Prison authorities March 24. He will be eligible for parole after one year.
