Long Beach : Billboard Ban Proposed

The Long Beach City Council will vote Tuesday on a proposed moratorium on new billboards facing the Artesia (91) Freeway and take a closer look at the city ordinance regulating all freeway billboards.

The council voted 5 to 3 this week to order the city staff to draft an emergency 120-day moratorium on outdoor advertising signs within 1,000 feet of the Artesia Freeway.

Vice Mayor Warren Harwood requested that the city study its billboard law, which he said “has more holes in it than cheese.” In the meantime, he asked for the moratorium on any new signs facing the freeway in his 9th District.

Several council members objected, saying that if a moratorium is needed, it should apply to all freeways, not just the one in Harwood’s district.

Harwood asked for more discussion and a vote next week because one sign he labeled hazardous was recently erected on the 91 Freeway, and he said he fears there will be more.
