Soviet Foreign Minister Eduard A. Shevardnadze on Saturday agreed in principle to a program of meetings with Secretary of State George P. Shultz, the Tass news agency reported.

Shevardnadze worked out the provisional agenda during a review of the Washington summit with Jack F. Matlock Jr., U.S. ambassador to Moscow, it said.

No details of the program were given, and no one was available for comment at the U.S. Embassy.

Shultz and Shevardnadze must prepare for a new summit that Soviet leader Mikhail S. Gorbachev and President Reagan have agreed in principle to hold next year in Moscow.

At their meeting earlier this month, the two leaders signed a treaty eliminating shorter- and medium-range nuclear weapons and laid the groundwork for a treaty halving strategic weapons.
