A blast of arctic air again chilled the Midwest as winter storms brought snow to the East, sending sand trucks onto city streets from New York to Washington. Freezing rain and sleet fell in the South. The cold air extended from the plains to the Great Lakes, dropping temperatures to near zero across North Dakota and eastern Montana. Temperatures were reported in the single digits and teens in the northern plains and the upper Mississippi valley, with subzero temperatures in North Dakota and northern Minnesota. At International Falls, Minn., a 6-below-zero temperature combined with winds gusting to 20 m.p.h. to produce a wind chill of 49 below zero. In the nation’s capital, up to 4 inches of snow was expected by dawn today, while up to 6 inches was predicted in Philadelphia and 3 to 6 inches was forecast for Baltimore. A snow advisory was posted for New York City, with 4 inches expected.
