Brisk business was reported across Florida on the first day of sales of scratch-off lottery cards, and more than a dozen $5,000 winners were reported by noon. Lottery Secretary Rebecca Paul was the day’s biggest winner, realizing a $10,000 bonus for meeting the Legislature’s Jan. 15 deadline for starting the games. A Tallahassee judge set a Feb. 1 hearing on a request for an injunction against ticket sales. The injunction was sought by a handicapped Miami man, Denny Wood, a lobbyist for Dignity for the Disabled, who contended the Lottery Department had failed to obey a law requiring handicap access at ticket outlets.
