Israel charged that Archbishop Hilarion Capucci, an outspoken Palestinian supporter, is systematically breaking an accord with the Vatican under which he was released from an Israeli jail in 1977. A statement by the Israeli Embassy in Rome, where the former Greek Orthodox patriarch of Jerusalem staged a hunger strike last month over disturbances in Israeli-occupied territories, said Capucci has repeatedly broken the agreement to stay out of Mideast politics. Capucci was sentenced by Israel to 12 years’ imprisonment in 1974 for smuggling weapons to Palestinian guerrillas. He was released after Pope Paul VI interceded, agreeing that Capucci would not undertake actions harmful to Israel.
