Kenyan President Daniel Arap Moi demoted the powerful security and defense minister who upset the U.S. Embassy by supporting the temporary detention of two American human rights activists. Justus Ole Tipis, one of Moi’s closest advisers, was made planning minister. Political sources said the demotion was probably related to the way Tipis handled the case of the Americans, who were held incommunicado for seven hours Monday. Federal Judge Marvin Frankel of New York and Chicago pathologist Robert H. Kirschner were arrested while observing an inquest into the death of a Kenyan in police custody.
