A moratorium on the lift-slab construction technique used at the L’Ambiance Plaza construction project in Bridgeport, Conn., that collapsed last spring, killing 28 workers, will continue until the state has enacted regulations ensuring its safety, Gov. William A. O’Neill said. In lift-slab construction, the concrete floors of a multistory building are poured on the ground and then lifted into place with jacks.
