Local News in Brief : Countywide : Gardena Firm to Build 25 Dial-a-Ride Vehicles
Orange County Transit District board members awarded a Gardena firm a $1.53-million contract Wednesday for 25 new dial-a-ride vehicles.
Although its bid was $180,957 more than the lowest OCTD received, National Coach Corp. was selected over Carrocerias Preeconstruidas (Capre) of Mexico City--the low bidder--El Dorado Corp. of Minneapolis, Kans, and Goshen Coach Corp. of Elkhart, Ind.
District officials defended the selection, saying that they are not legally required to award contracts to the low bidder if a rival bid is found to be more “responsive.” An OCTD staff report indicated that the Capre had filed the wrong documents in support of its bid; El Dorado had submitted conflicting information, and the vehicle offered by Goshen did not meet specifications.
