European farm policy talks have ended without agreement among agriculture ministers of the European Economic Community. The officials remained divided over issues of grain production ceilings and a proposal to pay farmers to take land out of production. However, the week of negotiations in Brussels led officials to express optimism that significant progress was made. “The differences of opinion were not very numerous,” said Ignaz Kiechle, the West German farm minister who chaired the session. “A number of delegations have moved quite considerably from their previous positions.”
