Sullivan’s article contains a bit of twisted self-serving logic. He chastises the federal government for using the Highway Trust Fund to reduce the appearance of the national debt. So he proposes to increase the state’s debt through selling bonds to boost the state transportation program.

As a voter, I have a lot of problems with debt financing. Especially when it is proposed in lieu of raising user fees such as gas taxes. Where I come from they tell me that this state ranks last in the nation for per capita spending on transportation. That tells me the gas tax mechanism isn’t used to its potential. Sorry Mr. Sullivan, I don’t buy your bond proposal.
