I was amazed to read that Caltrans had rebuked the City of Costa Mesa for its plan to provide nearly $1.7 million (from developer’s funds) for new on-ramps to the San Diego Freeway (I-405) to ease congestion.

Here, in the heart of “Deukmejianland,” Caltrans has the gall to hold up construction because of its unawareness that a freeway traffic problem exists with the Costa Mesa on-ramps.

Government red tape exists in all levels of government; agency red tape, however, should be circumvented when the welfare of a community is involved.

This is another example of government bureaucracy putting a stranglehold on a developing area.
