Thomas G. Winship has been named president of Titan/SESCO, a division of the Titan Corp. in San Diego. Titan’s Chatsworth division manufactures computers and interactive video systems. Winship, 51, was formerly president of the government products division of Scientific Atlanta in Atlanta, Ga.
