A former Haitian junta member, Maj. Gen. Williams Regala, retired from active military service, a move that makes him eligible to become a Cabinet member in President Leslie F. Manigat’s new civilian government. The army announced that Regala, a member of the three-man provisional government that turned over power to Manigat on Sunday, was transferred to the reserve list at his own request. Regala was defense and interior minister throughout the two-year transition to civilian government that began with the collapse of the 29-year Duvalier family dictatorship Feb. 7, 1986. Observers said they believe that Regala will retain control of defense in the new government.
