David J. Garber, executive vice president of Forest City management Inc. and 1988 president of the Greater Los Angeles chapter of the Institute of Real Estate Management, has received the annual Henry G. Beaumont CPM of the Year award established in honor of realtor Henry G. Beaumont, a founding member of the institute.

Gail Schwartz, for the past six years director of business development for the Nadel Partnership, has become one of the few non-architects to be named a partner in a major architectural firm. As an associate partner, she will continue to oversee marketing and public relations for the 160-member, 16-year-old company.

Paul J. Turigliatto has been appointed director of the facilities planning and real estate division for the Automobile Club of Southern California. A club employee since 1955, Turigliatto will be responsible for overseeing long-range facilities planning, property acquisitions, building designs and construction and maintenance activities.

Larry Webb has been appointed president of the Southeast Division of Kaufman & Broad of Southern California. The division, which encompasses Orange and Riverside counties, is based in Anaheim. Most recently, Webb was vice president of the company’s Northwest Division, responsible for long-range market research and planning.

Doug Snyder, an executive with the Irvine-based civil engineering firm Hunsaker & Associates, has received the Case Bradford Memorial Award from the Home Builders Council. Snyder was cited for his 10 years of service to the council--the educational arm of the Building Industry Assn.--and for his work with underprivileged children.

Scott Reineking has been named general manager for the Meyers Group, Del Mar.

Columbia Savings Realty Group, Beverly Hills, a subsidiary of Columbia Savings & Loan, has promoted Sondra Bailey to vice president, marketing.

Stephen C. Marble has been promoted to president and chief executive officer of Nielsen Construction Co., San Diego.

J. M. Peters Co. has announced the appointment of Robert D. May to vice president of product development.

Ralph C. Lester, a pioneer in the modular housing field, has won the James R. Price/Automation in Housing & Manufactured Home Dealer Magazine 1987 Achievement in Housing award. Lester, who retired from Insilco, a Connecticut conglomerate, in 1979, has been active in the housing industry for nearly 40 years.

John S. R. Swanson, chairman of Irvine-based Barratt American, has been promoted to managing director of Barratt Developments PLC, headquartered in Newcastle, England.
