Will deliver the keynote address to the Republican state convention in Santa Clara on Saturday. Assembly Bill Introductions:

Gang Violence: AB 3414 by Assemblyman Richard E. Longshore (R-Santa Ana) would set up a computerized information network to coordinate local and state data and help law enforcement agencies to crack down on gang violence.

Tests: AB 3458 by Assemblyman Paul E. Zeltner (R-Lakewood) would authorize public school officials to require pupils suspected of being under the influence of alcohol or drugs to take blood or urine tests.

Tuition: AB 3463 by Assemblyman Tom Hayden (D-Santa Monica) would create a state trust fund to allow parents to pre-pay their children’s tuition for public universities and colleges at today’s prices. The governor vetoed a similar bill last year.

Unions: AB 3375 by Assemblywoman Sally Tanner (D-El Monte) would make it illegal to refuse to employ any person because of past or present membership in a labor union.

Judges: AB 3242 by Assemblyman John R. Lewis (R-Orange) would require ballot designations to include the name of the governor who appointed a judge to the bench and the date of the appointment.

Paper: AB 3277 by Assemblyman William J. Filante (R-Greenbrae) would require at least 50% of the paper products purchased by the state each year to be recycled paper products.

Bond Issues: AB 3238 by Assemblyman John R. Lewis (R-Orange) would require the total cost of proposed bond issues, including principal and interest, to be printed in voter information ballot pamphlets. Senate Bill Introductions:

Metro Rail: SB 2111 by Sen. Alan Robbins (D-Van Nuys) would appropriate $1.6 million to help build the San Fernando Valley segment of the Los Angeles Metro Rail project.

Air Pollution: SB 2143 by Sen. Herschel Rosenthal (D-Los Angeles) would require the South Coast Air Quality Management District to adopt rules requiring use of the best available retrofit control technology to help reduce emissions at existing electric power plants by Jan. 1, 1990.

Animals: SB 2136 by Sen. Ed Davis (R-Valencia) would make it a felony instead of a misdemeanor offense to commit cruelty against animals.
