Local News in Brief : Building Moratorium Extended
The Los Angeles City Council gave tentative approval Tuesday to a one-year extension of a moratorium on construction of large apartment buildings in Wilmington and Harbor City.
By an 11-0 vote, the council instructed the Planning Department to prepare the extension, which will be considered by the Planning Commission today. The extension must then return to the council for final approval.
The building ban, designed to stop large apartment developments while city planners update the Wilmington-Harbor City Community plan, was first enacted in March, 1986. It is scheduled to expire next month.
The moratorium limits apartment construction on property zoned for medium- and high-density residential development--R-3, R-4 and R-5--and some commercial development--C-2 and P--to densities designated for RD1.5 properties. Under the RD1.5 standards, developers can build one unit per each 1,500 square feet of property. By contrast, R-3 standards allow one unit per each 800 square feet.
