The largest consumer group in the nation said that Congress has 48 good guys and 23 bad guys, based on its annual ratings of voting records. While most of the 535 members of Congress fall somewhere in between, the Consumer Federation of America singled out two groups it termed “heroes” and “zeroes” for consumers. The Washington-based group gave members credit for several obvious consumer votes, such as support for appliance energy efficiency standards, as well as some not so obvious--the vote against Supreme Court nominee Robert H. Bork. California lawmakers rated as heroes were Reps. Ronald V. Dellums (D-Berkeley); Anthony C. Beilenson (D-Los Angeles); Don Edwards (D-San Jose); Robert T. Matsui (D-Sacramento); George Miller (D-Martinez); Pete Stark (D-Oakland), and Henry A. Waxman (D-Los Angeles).
