New Postmaster General

WASHINGTON — Anthony M. Frank, a San Francisco banker, took office as postmaster general without formal ceremony Tuesday. Frank, who succeeds New York businessman Preston R. Tisch, began his duties at the U.S. Postal Service by meeting with top postal executives, officials said.
