Man Settles Suit for $55,000 Over Erroneous Arrests

A 30-year-old man arrested five times in Michigan and Texas for crimes he did not commit has settled a suit against Los Angeles for failing to remove his name from a crime computer.

Terry Dean Rogan sued Los Angeles, its Police Department and two police detectives, saying his civil rights were violated when the department neglected to take his name off a nationwide crime computer.

The settlement, approved by the Los Angeles City Council on Friday, calls for Rogan to receive $55,000.

Last July, a federal judge in Los Angeles ruled that Rogan was due damages from the city and the department.

Rogan was arrested numerous times for murder and robberies he did not commit.

The man responsible for the crimes was tracked down in an Alabama jail. Bernard McKandes was found to have assumed Rogan’s identity after Rogan apparently discarded a copy of his birth certificate.
