U.S. and Philippines to Open Bases Talks
Formal talks on the future of major U.S. military installations in the Philippines will begin April 5, the U.S. Embassy said Wednesday. The Philippine team will be led by Foreign Secretary Raul Manglapus, who has made clear his personal opposition to the bases. Ambassador Nicholas Platt will head the U.S. delegation.
Subic Bay Naval Base and Clark Air Base, both north of Manila, are the biggest U.S. military installations outside the United States. Next month’s talks are officially a preliminary review of the bases agreement in advance of its 1991 expiry date, but an increasingly hostile debate in the Philippines has suggested that the talks could be turned into a full renegotiation.
