Japan said it believed that U.S. proposals to punish Toshiba and a subsidiary for selling strategic technology to the Soviet Union would violate international trade agreements. Foreign Minister Sosuke Uno said in a statement that it was an action “the government of Japan cannot overlook.” Congressional trade negotiators agreed to ban Toshiba from government procurement contracts for three years and to bar completely its subsidiary, Toshiba Machine, from the U.S. market for the same period.
