Two minority firefighters who found a swastika in their office, one of several incidents that caused a shake-up within the troubled San Francisco Fire Department, have filed $1-million claims against the city. The claims submitted by Inspectors Walter Batiste and David Sun charge that the firefighters suffered emotional distress and humiliation as a result of the January incident. If the claims are denied, the firefighters can file suit. Acting Fire Chief Michael Farrell declined comment on the claims.
