The state Supreme Court has let stand a lower court ruling clearing the former chairman of the Long Beach Planning Commission of misdemeanor charges of soliciting a prostitute.

“It means a second victory. I feel great,” said Richard Gaylord, who was arrested in April, 1987, near Bixby Park in Long Beach for allegedly offering $20 to an undercover police officer to perform a sex act.

The court upheld a state Court of Appeal decision that the city failed to show that a crime had been committed.
