Paul J. Collins has been elected a vice chairman of Citicorp, New York, and its principal subsidiary, Citibank. Collins will move to London, where he will serve as Citicorp’s senior corporate officer for Europe and the Middle East. He will continue to head Citicorp’s internal finance committee and its directors’ committee on subsidiaries.
