Pacific Gas & Electric Co. earnings dropped sharply in the first quarter, to $136.7 million from $181.6 million in the year-ago period. Richard A. Clarke, chairman and chief executive, blamed problems arising from a dispute involving its Diablo Canyon Nuclear Power Plant, whose operating performance he described as “outstanding.” A final California Public Utilities Commission decision in the rate case is not expected until August, 1989, Clarke said.
