A bus that overturned April 22 on a snowy stretch of Interstate 80 was being driven too fast for conditions, the California Highway Patrol has ruled. Most of the 46 elderly passengers on the bus, which was returning from Reno to San Jose, suffered minor injuries. The driver, Moi Van Le, 30, was cited for traveling at an unsafe speed and for defective brakes, defective windshield wipers and a worn tire, according to the CHP’s report. A CHP spokesman said Le braked to avoid hitting a jackknifed semitrailer truck on I-80 near Baxter and his bus tipped over in the center divider. The driver of the jackknifed truck, Manuel Magallon of Santa Ana, also was cited for driving at an unsafe speed for the conditions.
