Federated Department Stores announced the appointment of Russell S. Davis, 52, as executive vice president and chief financial officer. Davis formerly was senior vice president for planning and control, a position he held since joining Federated in May, 1984. Before that, he had been vice president for strategic planning at Union Pacific in New York.

The company also said Thomas G. Cody, 46, had been appointed executive vice president-legal and human relations. Cody formerly held the position of senior vice president-law and public affairs. He joined the company in 1982 after having spent six years with Pan American World Airways.

Federated also announced the appointments of Marvin S. Traub, 63, chairman and chief executive of Bloomingdale’s, and Elliot Stone, 67, chairman and chief executive of Jordan Marsh, as vice chairmen of the company. They will also continue to serve as chairmen of their respective divisions.
