How creatively Reagan Administration officials find ways to avoid a tax increase. After stripping the Coast Guard of much of its life-saving and small-boat aiding functions for economy’s sake, they have found a way to pay for the Coast Guard’s expanded role in the war on drugs. Piracy.

Now private vessels can be confiscated when found to contain contraband drugs, no matter who left it there, and no matter how minute the amount. And the Coast Guard keeps the proceeds!

Wars tend to run to excess and the war on drugs has already reached ridiculous proportions when the Coast Guard is set to prey on American citizens.
