NATO defense ministers agreed today to relocate 72 U.S. F-16 planes from Spain, which is expelling them, to Italy. Moving the nuclear-capable fighter-bombers could cost as much as a half billion dollars and there is disagreement over who will pay for it.

Christian Democratic Prime Minister Ciriaco De Mita has already said his government favors the transfer, but final approval to relocate the U.S. Air Force’s 401st Tactical Fighter Wing at an Italian base must come from the fractious Italian Parliament, which is expected to take up the proposal next week.
