During work on juvenile justice funding legislation, Democrats and Republicans in the House engaged in an angry debate over which side was more “serious” about reducing narcotics abuse. In the end, both sides agreed on a compromise provision that would make applicants ineligible to receive juvenile justice funds if they failed to note in their applications that they were making a good-faith effort to rid their workplaces of drugs. The House then voted 377 to 5 to approve legislation to reauthorizes existing juvenile justice programs.
