James (Bonecrusher) Smith, former World Boxing Assn. heavyweight champion, suffered a political setback when he lost a bid to become the first black commissioner in a predominantly white North Carolina county. Smith lost the Democratic runoff primary to incumbent Bill Shaw, who polled 3,877 votes to the boxer’s 3,324.
