Frank M. Taylor, who has presided over the redevelopment of downtown San Jose, has declined an offer to take a similar position in San Diego. Taylor, 56, who has shaped the $400-million rebirth of downtown San Jose, said he decided to remain in order to finish the task he started in 1978. “As someone once said, the painter should finish the canvas,” Taylor said.
