Palestinians Urge Arabs to Open Borders for Attacks on Israel

Underground leaders of the 6-month-old Palestinian uprising in the Israeli-occupied territories today called on Arab leaders to open their borders for guerrilla attacks on Israel.

The appeal, carried by the Palestinian news agency Wafa, was made to the Arab chiefs of state who begin a three-day emergency summit meeting in Algiers tonight.

The summit is to be devoted to solidifying support for the Palestinian uprising among the 21 Arab League members.

The underground leaders of the uprising, which involves mainly Palestinians in the Israeli-occupied West Bank and Gaza, said all the Arab nations surrounding Israel should “open their borders to Palestinian combatants.”

The appeal was directed mainly at Lebanon, Jordan and Syria, the three nations represented at the summit that have a common border with Israel. All three, fearing Israeli reprisals, have taken action to prevent guerrilla attacks on Israel across their borders.

The underground leaders “exhorted the Arab chiefs of state to allow Palestinians living in the Arab countries to take part in the struggle against the Zionist enemy,” Wafa said.

The uprising’s leadership also demanded joint Arab action to give “international protection” to the Palestinian people and to demolish all “suspect peace plans,” such as that of Secretary of State George P. Shultz. Today, he ended a four-day tour of the region to promote the plan.
