Local News in Brief : View Ordinance Is Introduced
The Rolling Hills City Council on Monday introduced a view preservation ordinance that requires residents whose landscaping obstructs neighbors’ views to chop back offending bushes and trees.
The ordinance, which would be effective July 27 if adopted at the next council meeting in two weeks, outlines a system of arbitrating disputes among residents over whether trees block views and should be trimmed, thinned or removed.
Under the measure, property owners with an obstructed view (from their residence) must first seek to reach an agreement with their neighbor. If they fail, they can file a complaint with the city, and a mediator would seek a resolution. If no agreement is reached, a committee of three residents would make a decision, which could be appealed to the City Council.
