Will speak to the 51st annual Boys’ State convention in Sacramento on Friday.

Assembly

Floor Action:

AIDS: Passed and sent to the Senate on a 62-10 vote a bill (AB 2900) by Assemblyman Patrick Johnston (D-Stockton) to allow health insurance companies to test individual prospective policyholders for the AIDS virus and use the results in determining eligibility. A companion bill (AB 600) by Assemblyman Phillip Isenberg (D-Sacramento), already in the Senate, would create a state pool to insure people who tested positively for the AIDs virus and other people who currently are uninsurable because of other diseases.

AIDS: Passed and sent to the Senate on a 41-33 vote a bill (AB 3795) by Assemblyman John Vasconcellos (D-Santa Clara) to provide the same protections against discrimination in the fields of housing and employment to people who test positive for the AIDS virus as protections now provided to disabled people.

Mental Health:

Passed and sent to the Senate on a 68-3 vote a bill (AB 4279) by Assemblyman Bruce Bronzan (D-Fresno) to establish a commission to manage unused state hospital lands and raise revenues by leasing them out to private enterprise. The money would be used to provide housing for mentally ill homeless people.

Passed and sent to the Senate on a 69-0 vote a bill (AB 3777) by Assemblywoman Cathie Wright (R-Simi Valley) to set up pilot programs to search for better methods to more comprehensively serve mentally ill people at the community level.

Rejected on a 40-30 vote a bill (AB 4518) by Bronzan to grant mentally disabled people the right to receive all necessary treatment and services. Forty-one votes were required for approval. The author served notice that he would seek reconsideration.

Pregnant Women: Passed and sent to the Senate on a 42-17 vote a bill (AB 4441) by Vasconcellos to require the state to create a coordinated system of prenatal services for all pregnant women at or below the poverty level.

Senate

Floor Action:

Parole: Granted final legislative approval on a 28-5 vote to a constitutional amendment (SCA 9) by Sen. Daniel E. Boatwright (D-Concord) to empower the governor to block the parole of convicted murderers after reviewing their cases. It cleared the Assembly on a 56-10 vote earlier in the day. The measure will appear on the Nov. 8 general election ballot for voter consideration. It was sparked by a loud public outcry over the parole of convicted murderer-rapist Archie Fain of Oakdale in 1983.
