Court Rejects Lungren’s Bid

Gov. George Deukmejian and Rep. Daniel E. Lungren should pay for all the government’s expenses in their state Supreme Court case as they were unable to properly determine the voters’ intention in adopting the constitutional provision (Part I, June 24). Both men had to be informed by the court and newspaper accounts and editorials that our form of government has not changed: Lungren’s appointment had to be approved by both houses, just as any other matters requiring legislative action.
