Gilberto Mendoza, president of the World Boxing Assn., said he would ratify Tomas Molinares of Colombia as the new welterweight champion despite the New Jersey Boxing Commission’s ruling that Molinares’ July 29 victory over Marlon Starling was a no-decision because Molinares’ knockout punch came after the bell ending the sixth round.
