Residents of Laguna Niguel will appear before the county’s Local Agency Formation Commission on Wednesday to petition for cityhood.

The community has been locked in a struggle with the soon-to-be-incorporated city of Dana Point over control of a 1.5-mile coastal strip. In an advisory election last year, 61% of the strip’s residents sided with Dana Point, and LAFCO included the area in Dana Point’s cityhood election. Voters in Dana Point, Capistrano Beach and the disputed strip voted overwhelmingly in June to incorporate as the city of Dana Point.
