Unlawful killings by Peru’s armed forces, torture and unexplained disappearances of thousands of people have increased since 1987, partly because of a government fight against rebels, Amnesty International said. The London-based human rights organization cited estimates that 3,200 have disappeared during the last six years in the Andes Mountains where emergency rules were imposed to combat guerrillas, especially those of the Maoist Sendero Luminoso group. Amnesty International asked the Peruvian government to ensure that all reported human rights abuses be investigated and culprits punished.
