Pratt & Whitney quickly dismissed a consultant who the Army said stole a rival’s sensitive report in a helicopter-engine competition in 1986, but the Army said it lacked the evidence to press charges. An internal report obtained by the Hartford (Conn.) Courant identified the consultant as William Henry Maloney, 50, who now works as senior Washington representative for Northrop Corp. of Los Angeles, a major aircraft manufacturer.
