A 16-year-old boy who was carrying an unloaded sawed-off shotgun was shot to death by a Riverside police officer after a short scuffle that started when the officer tried to search him on a street near a public housing project, authorities said. Officer Doug Kelley stopped the teen, whose name was not released, about 1:30 a.m. Tuesday. As the two scuffled, Kelley pushed himself free “and ordered the suspect to freeze but he kept reaching for his belt and the officer pulled out his gun and fired striking the suspect several times,” Lt. Jim Rector said. The teen died instantly. Rector said a sawed-off shotgun was found under the teen’s belt.
