Car Insurance Initiatives on the November Ballot

The public is constantly exposed to the numerous insurance propositions. Each seems to favor a special cause, not necessarily favoring those of us paying for auto insurance. Since we have mandatory smog inspections to get a vehicle registered, maybe someone can explain why proof of insurance is not added to the registration requirement. If everyone owning a car was required to have insurance it would appear the cost of car insurance would go down as everyone would be paying a fair share.
