The pilot of a stolen light airplane that landed in Golden Gate Park is an escaped convict, according to the FBI. The pilot, identified as Allen Alfred Dale, is really William Parkman Osgood, 40, who was imprisoned on cocaine charges in Texas, FBI Agent Chuck Latting said. Municipal Judge Albert C. Wollenberg Jr. set bail at $200,000, but said the man will have to prove who he is before he can be released on bail. Felony charges include grand theft and possession of stolen property--the Bellanca plane--and two misdemeanors, one for landing the plane, which was covered with hand-painted anti-Reagan slogans, and one for vandalism.
