President Reagan has signed legislation designed to help protect the Antietam Civil War battlefield in northern Maryland, the White House announced. The measure gives the government the authority to purchase lands within the boundaries of the battlefield that have historic or scenic value. The Antietam National Battlefield was established in Aug. 30, 1890, to commemorate the Sept. 17, 1862, confrontation that occurred within an 8,000-acre area of Washington County, Md.
