An opinion poll shows most Canadians oppose the U.S.-Canada trade agreement and that the Nov. 21 general election is now a toss-up between the Progressive Conservative Party government, which negotiated the deal, and the Liberal Party. According to the poll for the Southam News organization, 54% of Canadians oppose the free-trade pact. The trade agreement--viewed by a majority of Canadians as the most important issue in the campaign--and the strong performance of the Liberals make the outcome of the vote uncertain.
