On Nov. 8, San Diegans will have the opportunity to vote for three state bond issues which will authorize funds to assure safe and clean drinking water for California.

Propositions 81, 82 and 83 will provide a total of $200 million in loans and grants to local water agencies: to construct and improve domestic water systems; for local water conservation, ground water recharge and water supply projects; for local sewage facilities and waste-water reclamation in local communities. The $30-million reclamation portion of Proposition 83 provides funds for the cleaning up of pollution emanations from sewerage discharges in Mexico if it is determined that existing facilities are not sufficient to protect San Diego and other areas.

Considering California’s water needs and the very real possibility that we are faced with a third year of insufficient rainfall, these are small bond issues. Given San Diego’s dependence on imported water, it is in our interest to fund projects for conservation and reclamation, as well as those projects which provide for a delivery system which is safe and efficient.
