Yields on three-year Treasury notes fell to their lowest level since May. The average yield was 8.59%, down from 8.77% at the last auction Aug. 9. It was the lowest rate since three-year notes averaged 8.23% on May 10. The notes will carry a coupon interest rate of 8.5%, with each $10,000 in face value selling for $9,976.60. A total of $9.5 billion in notes was sold out of bids totaling $28.3 billion.
